Bank buybacks at their highest since level since March

Buybacks by BofA's corporate clients have spiked, reaching their highest level since March. And this is all done under the Fed's approval, which had ordered to stop them back in July. Would it not be better to hold on to cash and save it for a rainy day, rather than simply distribute it to shareholders?
